Can you explain in lay men's terms what they are doing in this type of procedure? What is meany by resection?

Surgical resection generally means part of an organ or tissue is removed.

So, I don't have access to the whole article but my guess is that a section of the nerve is removed.

According to the article abstract, part of the sensory branch of the nerve is excised (or cut out). It sounds like the end of the nerve is then placed in the gluteal muscle.
